Page 25 of the 1983 Army report "Analysis and Assessment of Gateway Process" is missing from the copy the CIA released, which runs 29 pages. In April 2021 the Monroe Institute released a page 25 from its own files. It holds the end of paragraph 34 on belief systems, paragraph 35 "Left Brain Limitations" and paragraph 36 "Self Knowledge." The CIA says it never had the page, and nobody has independently authenticated it.

Why page 25 is missing
The CIA Reading Room record CIA-RDP96-00788R001700210016-5 is listed at 29 pages: a two-page cover memo dated 9 June 1983, then the numbered report. The printed page numbers run from 1 to 28, but the scan jumps from page 24 to page 26. Page 25 is simply not there.
The gap has been noticed for years. The Black Vault, a FOIA archive, says it asked the CIA for the page again in 2021. The CIA later said it still could not find it and suggested asking the US Army's INSCOM, the command that wrote the report. For more on the record itself, see the Gateway Process documents page.
What the 2021 page contains
The page released by the Monroe Institute is plain text, no diagrams. It starts mid-sentence, finishing paragraph 34 ("Belief System Considerations"). That paragraph argues that the report's spiral "Torus" model of the universe appears in old religious symbols, and names the Greek labyrinth, the Hebrew Tree of Life and a Chinese spiral.
Paragraph 35, "Left Brain Limitations," says modern physics is reaching, by linear reasoning, the same ideas mystics reached by intuition. It calls Gateway "a promising method for achieving the intuitive, holistic type of interface with the universal hologram." It adds that for people in the intelligence profession, this kind of perception "would seem to offer, in the long term, the means by which to know in a truly objective way."
Paragraph 36, "Self Knowledge," opens with the maxim "Know thyself" and says no personality test can match the self-perception of an altered state. It closes by calling Gateway a portal the individual may pass through "based on months if not years of practice." That is the whole page. There is no technique, no frequency table and no classified finding on it.
Who released it, and what the CIA says
Vice published the page on 8 April 2021 (reporter Thobey Campion). The article says the Monroe Institute, in Faber, Virginia, had the full report in its archives and emailed it over, page 25 included. The same article says the CIA, answering FOIA requests for the page, denied ever having had it.
Nobody outside the Institute has authenticated the page. One check anyone can do: the CIA's page 24 ends with the words "serves the" and the Institute's page 25 begins "Absolute as the model around which the evolution of time-space revolves." The sentence joins. The paragraph numbers also run 34, 35, 36 across the gap. That is a good fit, but a fit is not proof, and the page carries no release stamp.
The documents: the CIA's released copy lacks page 25. The page the Monroe Institute released in 2021 is two and a half paragraphs of philosophy about physics, mysticism and self-knowledge. The CIA says it never held the page.
The claims: that page 25 is "still classified," that it hides the real technique, or that it was pulled because of what it reveals. None of this appears in any record. The simplest reading of the evidence is a page lost from a photocopy decades ago, and the 2021 text, if genuine, changes nothing about the report's argument.
